During Sri Lanka's civil war, thousands of people fled their homes in Mullaitivu district, leaving behind vast tracts of agricultural and residential land. Much of this land remains legally unclaimed today - either because the original owners died, emigrated, or lost their property documents during the conflict. However, many relatives and community members now live on and cultivate this land, despite lacking legal ownership documentation. Meanwhile, Mullaitivu remains Sri Lanka's poorest and least developed district, with minimal infrastructure, limited economic opportunities, and ongoing poverty. The government now faces a choice: seize this unclaimed land for state-led development projects, infrastructure, and economic investment, or leave it in legal limbo
